Severe Storms Possible Tonight

A strong storm system will intensify as it pushes northwest of Illinois tonight bringing a chance of strong storms ahead of and along a cold front.  The highest chances of severe weather will occur with the front as it moves across western portions of central Illinois late this evening. Damaging wind gusts will be possible along with isolated tornadoes.  The front is expected to move into western Illinois around 8 pm and exit into Indiana by 2 am.  Below is a forecast showing the storms developing along the front during the evening in Missouri and racing east across Illinois.

High Winds Again Wednesday

Following the front, high winds will work down to the surface bringing another chance for strong winds late tonight and into Wednesday afternoon.  As the storm system exits the region, winds should drop off during the afternoon.  Wind gusts approaching 60 mph will be possible, particular during Wednesday morning.  In the forecast below, sustained wind are expected to exceed 40 mph with gusts approximately 20 mph higher.

A series of high wind watches, high wind warnings, and wind sdvisories will be in effect late tonight and Wednesday for much of the Midwest.  If you need to travel tomorrow, be prepared for extremely gusty conditions.  Also be prepared for debris on the roads.  Before you leave be sure to secure any items that may blow in the wind.

En 1954, après la défaite de l’armée française (lire « Le bourbier indochinois »), la diplomatie américaine décrète qu’il existe deux Etats vietnamiens : l’un au nord, communiste ; l’autre au sud, proaméricain, et que Washington doit défendre. Sous la présidence de John Fitzgerald Kennedy, élu en 1960, le Vietnam devient ainsi un enjeu majeur de la guerre froide. Des pilotes américains participent aux combats dès 1961. Kennedy assassiné, son successeur Lyndon Johnson aggrave la politique entreprise en portant la guerre au nord, en février 1965.

La décennie suivante va être terrifiante. Tout le complexe militaro-industriel américain est mobilisé. En tout, trois millions de soldats américains sont envoyés sur le terrain. L’aviation du Pentagone larguera deux fois plus de bombes qu’il n’en a été lâché durant la seconde guerre mondiale, dont le terrible napalm, des défoliants, des armes chimiques. Sans compter que le conflit s’élargit au Laos, puis au Cambodge, qui avaient été relativement épargnés lors de la phase française.

Pourtant, cette machine de guerre subit recul sur recul. La manifestation la plus spectaculaire en est l’offensive dite du Tet, en 1968 : les soldats vietnamiens occupent durablement des régions entières et menacent même l’ambassade des Etats-Unis à Saïgon. L’obstination et la résistance des Vietnamiens, dont Ho Chi Minh devient un symbole respecté dans le monde entier, surprennent la plupart des observateurs. En face, les alliés de Washington, régimes minés par la corruption, sans soutien populaire, sont impuissants à créer un élan comparable.

Hanoï ne plie pas

Le Nord est, de fait, la plaque tournante de cette résistance. C’est de là, par exemple, que part la fameuse piste Ho Chi Minh ravitaillant les autres fronts en armes, surtout soviétiques et chinoises. Au sol, la jungle se révèle un cauchemar pour les boys, comme en a témoigné par la suite le cinéma américain.

Aux Etats-Unis mêmes, l’opposition commence à croître avec les revers des GI. Une crise morale sans précédent affecte le pays. Des manifestations, parfois violentes, ont lieu dans les principales villes et sur les campus universitaires (quatre étudiants sont tués en 1970).

Le président Johnson, désemparé, renonce à briguer un second mandat. Richard Nixon lui succède en 1969, en promettant un désengagement. Il rapatrie effectivement les boys, tout en renforçant les régimes locaux proaméricains. C’est la « vietnamisation ». Mais, comme Hanoï ne plie pas, les maquis tenant des zones compactes au Vietnam du Sud, au Cambodge et au Laos, l’administration américaine accepte le principe d’une conférence internationale. Celle-ci se tient à Paris. Les deux principaux négociateurs, Henry Kissinger et Le Duc Tho, font des concessions débouchant sur la signature d’accords en janvier 1973.

En avril 1975, trente ans après les premiers coups de feu, les révolutionnaires entrent à Saïgon.

Les Etats-Unis se désengagent formellement, tout en continuant de porter à bout de bras les régimes amis. Et l’échec est patent. Les armées proaméricaines de Saïgon, Phnom Penh et Vientiane se révèlent vite faibles face au dynamisme révolutionnaire.

En janvier 1975, l’ultime offensive commence. A la surprise même des dirigeants de Hanoï, l’armée du Sud n’offre pas grande résistance. En quelques semaines, le régime proaméricain s’effondre. Le 30 avril 1975, soit presque trente ans après les premiers coups de feu contre les Français, les révolutionnaires entrent à Saïgon et sont maîtres de l’ensemble du pays.

Quelques jours plus tôt, les Khmers rouges, au Cambodge, étaient également passés à l’offensive contre un régime plus vermoulu encore que celui de Saïgon. Leurs pratiques criminelles après leur prise du pouvoir vont aboutir à l’un des plus grands drames du XX^e siècle.

Les peuples de la région ont payé très cher cette victoire au Vietnam. Des millions de morts, des milliers de communes dévastées et des effets à long terme provoqués entre autres par le terrible herbicide appelé « agent orange », qui tue aujourd’hui encore.

Cet extrait de manuel allemand (2007) décrit de manière crue les massacres perpétrés par l’armée américaine au Vietnam. Aux Etats-Unis, où les livres de classe ne mentionnent pas l’« agent orange », un tel texte serait impensable.

Entre 1961 et 1971, les forces armées américaines ont pulvérisé environ 44 millions de litres d’herbicide à la dioxine, dit « agent orange », afin de dépister de possibles cachettes du Vietcong dans la jungle vietnamienne et d’anéantir leurs possibilités de camouflage et d’approvisionnement. (…) Quiconque entrait en contact avec ce produit chimique souffrait de graves brûlures et mourait peu après. De grandes étendues de champs ont été durablement contaminées. Le gouvernement vietnamien estime le nombre de victimes de l’« agent orange » entre 800 000 et 1 million. Depuis, une troisième génération est atteinte par les plus graves malformations corporelles, dommages cérébraux ou altérations du patrimoine génétique. Beaucoup de parents ont honte de leurs enfants handicapés et les cachent. (…) Comme l’effet cancérigène de la dioxine n’est pas décelable clairement sur le plan scientifique, les Etats-Unis n’ont payé aucune réparation.

The terrorist attacks on September 11, 2001, represent one of the darkest days in American history.

Nearly 3,000 innocent lives were lost in a series of coordinated strikes that targeted symbolic centers of U.S. economic, military, and political power.

But the full death toll extends beyond that terrible day, as thousands more have perished from illnesses linked to toxic exposure at Ground Zero.

This article provides a thorough examination of exactly how many people died in 9/11, both during the attacks themselves and in the years that followed.

What Happened on 9/11?

On the morning of September 11, 2001, nineteen terrorists associated with the extremist group al-Qaeda hijacked four commercial airplanes.

Two of these planes were deliberately flown into the Twin Towers of New York City’s World Trade Center.

The first struck the North Tower at 8:46 AM, and the second hit the South Tower just seventeen minutes later.

The impact and subsequent fires caused both 110-story skyscrapers to collapse within hours, unleashing devastation across Lower Manhattan.

A third plane crashed into the Pentagon in Arlington, Virginia, at 9:37 AM, tearing through the western side of the military headquarters.

The fourth plane, United Airlines Flight 93, was headed toward Washington, D.C., but passengers bravely fought the hijackers, leading to a crash in a Pennsylvania field at 10:03 AM. 

Their actions likely prevented an even greater catastrophe, potentially saving countless additional lives.

The attacks unfolded live on television, shocking the nation and the world. The immediate loss of life was staggering, but the tragedy would continue to claim victims for decades to come.

Who Was Responsible for the Attack?

The 9/11 attacks were orchestrated by al-Qaeda leader Osama bin Laden, who sought to strike at the heart of American power.

The nineteen hijackers, most of whom were from Saudi Arabia, had spent months in the U.S. blending in while preparing for their mission.

They trained as pilots to ensure they could commandeer the planes and turn them into weapons.

The U.S. government quickly identified al-Qaeda’s involvement through intercepted communications and evidence recovered in Afghanistan.

This led to the War on Terror, which ultimately resulted in bin Laden’s death in 2011.

However, the human cost of his actions extends far beyond that day, as survivors and first responders continue to suffer from long-term health effects.

Who Were the Victims?

The victims of 9/11 came from all walks of life, representing 93 different countries.

Office workers, firefighters, police officers, military personnel, flight attendants, and restaurant staff were among those killed.

Nearly 75% of the victims were men, with the majority between the ages of 35 and 54.

The attacks left more than 3,000 children without a parent, and some families lost multiple members in a single day.

The victims included people from diverse backgrounds, financial analysts in the World Trade Center, military personnel at the Pentagon, and passengers on the planes who were simply traveling for work or vacation

 Each had a story, a family, and a future abruptly taken away.

How Many Buildings Collapsed on 9/11?

The attacks caused unprecedented destruction, leading to the complete collapse of three major structures:

1. The North Tower (1 World Trade Center): Struck at 8:46 AM, collapsed at 10:28 AM.
2. The South Tower (2 World Trade Center): Struck at 9:03 AM, collapsed at 9:59 AM.
3. 7 World Trade Center: Not hit by a plane but collapsed due to fires and structural damage at 5:20 PM.

The falling towers created a massive debris field that damaged surrounding buildings and blanketed Lower Manhattan in toxic dust.

This hazardous environment would later contribute to illnesses among first responders and survivors.

The official death toll from September 11, 2001, stands at 2,977 victims (excluding the 19 hijackers).

These deaths occurred in multiple locations, each with its own heartbreaking story.

North Tower

The North Tower was struck first and suffered the highest number of fatalities, with 1,402 lives lost.

Many victims were trapped above the impact zone (floors 94-98), where escape routes were cut off.

Some, facing unbearable heat and smoke, made the impossible choice to jump rather than be consumed by flames.

South Tower

The South Tower was hit second but collapsed first due to the way the plane struck its structure. 

A total of 614 people died there.

Because the impact occurred lower in the building, some stairwells remained passable longer, allowing more people to evacuate before the tower fell.

Deaths from Falling/Jumping

Approximately 200 individuals fell or jumped from the towers to their deaths, most from the North Tower.

These victims are included in the overall tower death counts but represent one of the most harrowing aspects of the tragedy.

World Trade Center Hotel

The Marriott Hotel, located between the Twin Towers, was destroyed when the towers collapsed.

Two hotel employees lost their lives in the devastation.

The Pentagon

At the Pentagon, 125 people, including military personnel and civilians, were killed when American Airlines Flight 77 tore through the building.

The plane struck a recently renovated section, which may have prevented even greater loss of life.

Deaths Aboard the Four Planes

All 246 passengers and crew members aboard the four hijacked planes perished.

This includes the heroes of United Flight 93, whose actions likely prevented the plane from reaching its intended target in Washington, D.C.

Were There Any Survivors of 9/11?

Despite the overwhelming devastation, there were miraculous stories of survival.

Approximately 16,000 people evacuated the World Trade Center before the towers collapsed. 

Only 18 individuals were pulled alive from the rubble after the buildings fell.

In the South Tower, a single stairwell (Stairwell A) remained intact, allowing dozens to escape. 

At the Pentagon, some severely injured workers survived despite suffering extensive burns. 

These survivors, however, often faced long-term health challenges from their exposure to smoke, dust, and trauma.

Post 9/11 Deaths Caused by Illness

The tragedy of 9/11 did not end on that day.

Thousands of first responders, construction workers, and nearby residents were exposed to toxic dust containing asbestos, lead, and jet fuel residue.

Over time, this exposure led to severe health conditions, including rare cancers and respiratory diseases.

As of recent estimates, more than 4,000 people have died from 9/11-related illnesses; a number that continues to grow.

The World Trade Center Health Program monitors over 111,000 individuals suffering from health issues linked to Ground Zero exposure.

Experts predict that, eventually, the number of post-9/11 deaths will surpass the original death toll from the attacks themselves.

Conclusion

(เวลาประเทศญี่ปุ่น 18:10 น.) นายคิชิดะ ฟุมิโอะ นายกรัฐมนตรีแห่งประเทศญี่ปุ่น ซึ่งอยู่ระหว่างเยือนราชอาณาจักรไทยได้เข้าพบปะหารือกับ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีไทยและรัฐมนตรีว่าการกระทรวงกลาโหม ที่ทำเนียบรัฐบาลโดยมีทั้งการหารือกลุ่มเล็กละการหารือกลุ่มใหญ่ร่วมกับคณะผู้บริหารประเทศ รวมเป็นเวลา 2 ชั่วโมง 15 นาที หลังการหารือ นายกฯทั้งสองได้เข้าร่วมในพิธีลงนามสนธิสัญญา และแถลงข่าวสื่อมวลชนร่วม และมีการร่วมรับประทานอาหารเย็นซึ่ง พล.อ.ประยุทธ์ เป็นเจ้าภาพ ในการพบปะหารือ มีนายโยชิฮิโกะ อิโซซากิ รองเลขาธิการคณะรัฐมนตรีญี่ปุ่น และผู้เกี่ยวข้องเข้าร่วมด้วย
 

1. การหารือในตอนต้น

นายคิชิดะ ฟุมิโอะ นายกรัฐมนตรีญี่ปุ่น ได้แสดงการขอบคุณแก่ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีไทย และประชาชนชาวไทยทุกท่านที่ได้ให้การต้อนรับอย่างอบอุ่น และได้กล่าวว่า ภายใต้สถานการณ์ที่รากฐานความเป็นระเบียบของสังคมโลกกำลังถูกสั่นคลอนจนเรียกได้ว่าเป็นจุดเปลี่ยนทางประวัติศาสตร์เช่นนี้ ประเทศญี่ปุ่นต้องการจะกระชับความร่วมมือกับประเทศไทย เช่น การดำเนินยุทธศาสตร์ “อินโด-แปซิฟิกที่เสรีและเปิดกว้าง” ให้เป็นการจริง และการรับมือกับสถานการณ์ทั้งในระดับภูมิภาคและระดับประเทศ เช่น การรุกรานประเทศยูเครนของประเทศรัสเซีย สถานการณ์ในทะเลจีนใต้ และสถานการณ์ในสาธารณรัฐแห่งสหภาพเมียนมาร์ เป็นต้น ในการนี้ พล.อ.ประยุทธ์ ได้ต้อนรับการมาเยือนของนายกฯญี่ปุ่นและยืนยันจะร่วมกระชับความสัมพันธ์ไทย-ญี่ปุ่นไปพร้อมกับนายกฯคิชิดะ รวมถึงจะให้ความร่วมมือในการรับมือสถานการณ์ทั้งในระดับภูมิภาคและระดับประเทศ เนื่องจากในตอนนี้ทั่วทั้งโลกต่างกำลังอยู่ในภาวะที่ต้องเผชิญกับปัญหามากมาย
 

2. ความสัมพันธ์ทวิภาคี

(1) ความร่วมมือด้านกลาโหม ความมั่นคง และการยุติธรรม

นายกฯทั้งสองเห็นพ้องกันในเรื่องการลงนาม “ความตกลงว่าด้วยการมอบยุทโธปกรณ์และเทคโนโลยีป้องกันประเทศระหว่างรัฐบาลญี่ปุ่นกับรัฐบาลไทย” โดยจะมีการประชุมหารือถึงรายละเอียดที่ชัดเจนของการส่งมอบยุทโธปกรณ์และเทคโนโลยีในภายหลัง นอกจากนี้ยังเห็นพ้องกันในเรื่อง “สนธิสัญญาว่าด้วยความช่วยเหลือซึ่งกันและกันในเรื่องทางอาญาระหว่างประเทศญี่ปุ่นกับประเทศไทย” ว่าควรจัดการประชุมเพื่อหารืออย่างเป็นทางการ โดยเร่งเตรียมการให้เร็วยิ่งขึ้น

(2) การเสริมสร้างความร่วมมือด้านเศรษฐกิจสู่อนาคต

นายกฯคิชิดะ ได้เสนอแนวทางความร่วมมือเพื่อเสริมความแข็งแกร่งทางเศรษฐกิจให้แก่ญี่ปุ่นและไทยในอนาคตโดยกล่าวถึงการส่งเสริมความร่วมมือด้านความปลอดภัยและมั่นคงทางเศรษฐกิจซึ่งรวมถึงการเสริมความแข็งแกร่งให้ห่วงโซ่อุปทาน การลดคาร์บอนให้เป็นศูนย์ ผ่านทางแผนงานอย่าง Asia Energy Transition Initiative (AETI) และยังพูดถึงการให้ความร่วมมือในด้านต่างๆ อย่างเช่น เทคโนโลยี 5G ในด้านดิจิทัล ด้านการดูแลสุขภาพ และด้านการพัฒนาเมืองอัจฉริยะ นอกจากนี้ ยังได้นำเสนอแนวคิด Asia Zero Emissions Community อีกด้วย ในการนี้ พล.อ.ประยุทธ์ ได้เปิดเผยว่าจะมีการเสริมความแข็งแกร่งความร่วมมือแต่ละด้านที่กล่าวมา โดยคาดหวังว่าจะมีการลงทุนจากบริษัทญี่ปุ่นมากยิ่งขึ้น นายกฯทั้งสองยังเห็นพ้องกันว่า ควรเพิ่มความร่วมมือในด้านต่างๆเหล่านี้ลงใน “แผนยุทธศาสตร์ร่วมด้านเศรษฐกิจในการพัฒนาความเป็นหุ้นส่วนระหว่างไทยกับญี่ปุ่นในระยะ 5 ปี” ซึ่งอยู่ระหว่างการร่างแผนงาน

(3) การรับมือกับสถานการณ์โควิด-19

นายกฯคิชิดะ ได้กล่าวว่ามีการตกลงที่จะให้ความช่วยเหลือด้านการเงินเพื่อรับมือกับปัญหาโควิด-19 โดยจะให้เป็นเงินกู้ดอกเบี้ยต่ำจำนวน 50,000 ล้านเยน และยังได้ตกลงที่จะให้ความช่วยเหลือด้านอุปกรณ์เพื่อเสริมประสิทธิภาพให้ด่านตรวจโรคผู้เข้าออกประเทศ เพื่อให้สามารถก้าวข้ามผ่านวิกฤติโควิด-19ไปได้ และคาดหวังให้ทั้งสองประเทศกลับมามีการเดินทางไปมาหาสู่กันอย่างคับคั่งเช่นเดิมได้อีกครั้ง ในการนี้ พล.อ.ประยุทธ์ ได้กล่าวขอบคุณที่ญี่ปุ่นได้ให้ความช่วยเหลือในการรับมือกับโรคโควิด-19 ซึ่งรวมถึงการบริจาควัคซีนด้วย และยังได้กล่าวแสดงความคาดหวังว่าจะมีนักท่องเที่ยวจากญี่ปุ่นเดินทางมาไทย และมีการเดินทางไปมาหาสู่กันอย่างคับคั่งอีกครั้ง รวมถึงมีการขับเคลื่อนทางเศรษฐกิจอีกครั้งด้วยเช่นกัน

นายกฯคิชิดะ ได้แสดงความเห็นว่าการรุกรานประเทศยูเครนของประเทศรัสเซียนั้นเป็นการทำผิดกฎหมายระหว่างประเทศอย่างชัดเจน ซึ่งขัดต่อทั้งกฎหมายของสหประชาชาติและของอาเซียน และการใช้กำลังแต่เพียงฝ่ายเดียวเพื่อเปลี่ยนแปลงสถานการณ์นั้นไม่สามารถยอมรับได้โดยเด็ดขาด ในการนี้ พล.อ.ประยุทธ์ ได้อธิบายถึงจุดยืนของประเทศไทยต่อสถานการณ์ในประเทศยูเครนโดยนายกฯทั้งสองมีความเห็นตรงกันว่าการเข้ารุกรานอำนาจอธิปไตยและบูรณภาพแห่งดินแดนรวมถึงการใช้กำลังแต่เพียงฝ่ายเดียวเพื่อเปลี่ยนแปลงสถานการณ์นั้นไม่อาจเป็นที่ยอมรับได้ไม่ว่าจะเป็นภูมิภาคใดก็ตาม และยังเห็นพ้องกันในเรื่องการต่อต้านการใช้อาวุธที่มีอานุภาพทำลายล้างสูงเพื่อข่มขู่อีกด้วย ทั้งนี้ นายกฯคิชิดะ ชื่นชมประเทศไทยเป็นอย่างยิ่งที่ตัดสินใจจะให้การสนับสนุนทางด้านมนุษยธรรม โดย พล.อ.ประยุทธ์ กล่าวว่าจะให้การช่วยเหลือทางด้านมนุษยธรรมต่อไปมากยิ่งขึ้น ซึ่งทั้งสองประเทศต่างเห็นพ้องที่จะร่วมมือกันในด้านนี้ด้วย

(2) สถานการณ์ในภูมิภาคอื่นๆ

นายกฯคิชิดะ ได้แสดงความเห็นต่อต้านอย่างแข็งกร้าวต่อการเข้าเปลี่ยนแปลงสถานการณ์แต่เพียงฝ่ายเดียวและการกดดันทางเศรษฐกิจในแถบทะเลจีนตะวันออกและทะเลจีนใต้ นายกฯทั้งสองยังได้แลกเปลี่ยนความคิดเห็นเกี่ยวกับสถานการณ์ในเกาหลีเหนือ และยืนยันความเห็นที่จะร่วมมือกันในการรับมือกับปัญหาขีปนาวุธนิวเคลียร์และการลักพาตัวในเกาหลีเหนือ นอกจากนี้ นายกฯทั้งสองยังได้หารือกันเกี่ยวกับสถานการณ์ในเมียนมาร์ โดยทางนายกฯคิชิดะ ได้กล่าวว่าการเดินทางไปเยือนเมียนมาร์ของผู้แทนพิเศษของประธานอาเซียนเมื่อเดือนมีนาคมนั้น ถือเป็นก้าวแรกในการเข้าแก้ไขสถานการณ์ดังกล่าว ญี่ปุ่นจะคอยสนับสนุนอาเซียนต่อไป และคาดหวังให้ประเทศไทยมีบทบาทในการเข้าแก้ไขสถานการณ์ ซึ่งบทบาทของไทยที่เป็นประเทศเพื่อนบ้านของเมียนมาร์นั้นนับเป็นตัวแปรสำคัญอย่างยิ่ง ในการนี้ พล.อ.ประยุทธ์ ได้อธิบายถึงจุดยืนของประเทศไทยต่อสถานการณ์ในเมียนมาร์ โดยกล่าวถึงความสำคัญของการให้ความช่วยเหลือด้านมนุษยธรรม นายกฯทั้งสองต่างเห็นพ้องกันที่จะร่วมมืออย่างใกล้ชิดต่อไปเพื่อแก้ไขสถานการณ์ที่กำลังดำเนินอยู่

(3) กรอบความร่วมมือลุ่มแม่น้ำโขง อาเซียน และพื้นที่นานาชาติ

นายกฯคิชิดะ ได้กล่าวถึงการให้ความช่วยเหลือสมทบทุนในกองทุนเพื่อการพัฒนาของยุทธศาสตร์ความร่วมมือทางเศรษฐกิจ อิรวดี-เจ้าพระยา-แม่โขง (ACMECS) เป็นมูลค่า 150 ล้านเยนภายใต้กรอบความร่วมมือลุ่มแม่น้ำโขง-ญี่ปุ่น ซึ่ง  พล.อ.ประยุทธ์ ได้กล่าวขอบคุณในเรื่องนี้ นายกฯทั้งสองต่างเห็นพ้องที่จะร่วมมือกันอย่างใกล้ชิดต่อไปเพื่อพัฒนาภูมิภาคลุ่มแม่น้ำโขง นายกฯคิชิดะ ยังได้กล่าวเกี่ยวกับความร่วมมืออาเซียนว่า ในปีหน้าจะเป็นปีที่ครบรอบ 50 ปี ความสัมพันธ์ระหว่างอาเซียนกับญี่ปุ่น จึงอยากใช้โอกาสนี้ในการนำเสนอภาพรวมของกรอบความสัมพันธ์อาเซียน-ญี่ปุ่น ในอนาคตในการประชุมผู้นำพิเศษซึ่งจะจัดขึ้นที่ประเทศญี่ปุ่น ในการนี้ พล.อ.ประยุทธ์ ได้กล่าวว่าจะให้ความร่วมมือต่อไปและสนับสนุนความเป็นผู้นำของญี่ปุ่นในฐานะที่ไทยเป็นประเทศที่ประเทศผู้ประสานงานความสัมพันธ์อาเซียน-ญี่ปุ่น นอกจากนี้นายกฯคิชิดะ ยังกล่าวอีกว่า ญี่ปุ่นจะสนับสนุนโครงการสำคัญของไทยอย่างโมเดลเศรษฐกิจ BCG อย่างเต็มรูปแบบเพื่อเตรียมพร้อมสู่การที่ไทยจะได้เป็นเจ้าภาพการจัดประชุม APEC ในปีนี้ โดยในการนี้ พล.อ.ประยุทธ์ ได้กล่าวแสดงความขอบคุณ และเห็นพ้องที่ทั้งสองประเทศจะร่วมมือกันอย่างแนบแน่นเพื่อมุ่งสู่ความสำเร็จในการจัดการประชุม APEC รวมถึงยังเห็นพ้องที่จะร่วมมือกันในด้านการปฏิรูปคณะมนตรีความมั่นคงแห่งสหประชาชาติ การลดขนาดกองทัพ และการไม่แพร่ขยายอาวุธนิวเคลียร์

1. ความตกลงว่าด้วยการมอบยุทโธปกรณ์และเทคโนโลยีป้องกันประเทศระหว่างรัฐบาลประเทศญี่ปุ่นกับรัฐบาลแห่งราชอาณาจักรไทย (เอกสารภาษาอังกฤษ , เอกสารภาษาญี่ปุ่น)

(1) เนื้อหา

เป็นความตกลงเพื่อวางกรอบทางกฎหมายในการมอบยุทโธปกรณ์และเทคโนโลยีป้องกันประเทศที่จำเป็นต่อกิจการที่มีเป้าหมายในการสร้างความมั่นคงและสันติสุขให้แก่นานาชาติซึ่งรัฐบาลไทยและรัฐบาลญี่ปุ่นเข้าร่วมรวมถึงกิจการที่เกี่ยวข้องกับการร่วมกันทำวิจัย ร่วมกันพัฒนา และร่วมกันผลิต หรือ เสริมสร้างความแข็งแกร่งด้านความร่วมมือการให้ความคุ้มครองประเทศภาคีและความร่วมมือกลาโหม

2. ความตกลงการให้ความช่วยเหลือแบบเงินกู้ภายใต้โครงการสนับสนุนเร่งด่วนสำหรับการรับมือกับสถานการณ์โควิด-19

(1) เนื้อหา

เป็นความตกลงเพื่อให้ความช่วยเหลือด้านการเงินแก่ประเทศไทยซึ่งอยู่ในสถานการณ์การแพร่ระบาดของโรคโควิด-19 มีเป้าหมายเพื่อเสริมความแข็งแกร่งของระบบทางการแพทย์ซึ่งครอบคลุมถึงยุคหลังโควิด-19 รวมถึงส่งเสริมการช่วยเหลือกลุ่มชนชั้นล่างและกลุ่มเปราะบาง กลุ่มกิจการขนาดเล็กและขนาดกลางที่ได้รับผลกระทบจากโควิด-19 โดยคาดหวังว่าจะช่วยผลักดันการพัฒนาและสร้างความมั่นคงทางสังคมและเศรษฐกิจในประเทศไทย
(เงินกู้ดอกเบี้ยต่ำจำนวน 50,000 ล้านเยน)

(2) เงื่อนไขการส่งมอบมีดังต่อไปนี้

   (ก) อัตราดอกเบี้ย: 0.01% ต่อปี
   (ข) ระยะเวลาชำระคืน: 15ปี (รวมระยะเวลาผ่อนผันการชำระเงินต้น 4ปี)
   (ค) ลักษณะการกู้: ไม่ผูกมัด

3. ความตกลงแผนการโครงการสนับสนุนเร่งด่วนสำหรับการรับมือกับสถานการณ์โควิด-19

(1) เนื้อหา

เป็นข้อตกลงให้ความช่วยเหลือประเทศไทยซึ่งอยู่ในสถานการณ์การแพร่ระบาดของโรคโควิด-19 ด้านการเตรียมอุปกรณ์เพื่อตรวจและรักษาโรคติดต่อสำหรับด่านตรวจตราและกักกันโรคในท่าอากาศยานสุวรรณภูมิ รวมถึงด่านตรวจบริเวณชายแดน4แห่งและโรงพยาบาลที่อยู่ใกล้ชายแดนประเทศ มีเป้าหมายเพื่อลดอัตราเสี่ยงในการติดโรคโควิด-19 พร้อมทั้งขับเคลื่อนเศรษฐกิจให้เดินหน้าอีกครั้ง โดยคาดหวังว่าจะช่วยผลักดันการพัฒนาและสร้างความมั่นคงทางสังคมและเศรษฐกิจในประเทศไทย
